The proposal suggests a new "city at the sea" product of relationships, influences and dreams of the existing city. We imagine the city contained by the motorway as a "dam". From the moment that barrier begins to fade, the city overflows into the sea and are the existing flows the ones that, plunging down, form the new city rushing. In the same way that the existing city plunges into the sea taking over the docks, the proposal enters the current city colonizing it, through the open space detected system and reaching Paseo de Chil on the one hand and crossing the isthmus on the other. This way, the connection between the upper town and lower town is solved, through this series of spaces that constitute a system of open spaces, transverse to the coast which act as flow conductors; and the memory of the isthmus is recovered when watching the beach of Las Canteras from the other side of the island. New relationships in the city start to happen and what we call the "water city" is created, a complex city facing the sea composed by many layers that overlap one another. A large park linked to the sea in which all activity is possible, sports, business, residence, leisure, ... There is a sequence of environments in which parks and water are the protagonists.
